I would like to know how to fix a 1984 Tioga RV's gas gauge that is always reading full.

Based on your description I cannot tell you exactly what is wrong with your fuel gauge, but listed below are some of the most common causes of your problem.
1. Bad Fuel Sending Unit in your RV's fuel tank.
2. Bad fuel gauge.
3. Short in the wiring leading from fuel sending unit to the fuel gauge.
The most likely cause in my opinion is probably going the be the fuel sending unit which depending on the configuration of your Class C Motorhome may require dropping the fuel tank.
